2019 – 2020 Race Season Meeting Schedule ** All meetings start in November and are every two weeks on Tuesdays at 6:30 p.m. ** Starting January 2020, meetings are scheduled weekly, every Tuesday at 6:30 p.m. Meetings are held at: Rochester House of Pizza Rochester, NH Check the website www.newenglandiceracing.com or Ice Line 603-652-4ICE (4423) for weekly Updates.
Mandatory Environment Friendly Rules for all Classes Be courteous and aware of the environment for which you are in.
All cars must have catch-pan under engine/running gear at all times in the pits to catch any leaks (tow vehicles as well if leaking). No cardboard allowed! You are responsible for your pit area (conduct rules apply).
Radiator overflow cans mandatory- all classes. Must be adequate capacity, sealed and secured. Non-toxic antifreeze only!
All side moldings, antennas, hubcaps, etc. must be removed.
ALL DRIVERS ARE RESPONSIBLE FOR KEEPING PIT AREA CLEAN AS POSSIBLE. Please pick up trash and clean up spills.
* If, in the event you may lose pieces or parts off your race car, be sure to retrieve them from race official in the pit area! NOTE: There will be a CLEAN UP DAY following the last day of the race season.
General Rules for all Classes
General non-member admission for 2019 - 2020 season - $10.00 per car
All drivers must show membership card at the race day registration window- show it or pay it!
Driver’s membership fee will be $25.00 BEFORE 12/31 of the race year. After 12/31 driver membership fee increases to $30.00 (additional $10.00 race day fee for each driver – each race day).
3a. DRIVER MUST BE PRE-REGISTERED (prior to the day of race) TO SCORE POINTS ON DAY OF RACE. 4. Non driver’s and motorcycle membership fee will be $20.00 for the season. Note: Rules 3 & 4 – memberships for season good until January 1st of following year, unless racing has begun. Memberships should be purchased as early as possible, before first race day. (At meetings, not at track!) 5. One membership pass = truck, trailer, and race car. All extra cars require their own membership or pay $10.00. 6. $ 15.00 fee for 1st time outside member (second time must pay FULL membership $25 + race day fee). 7. Anyone between the ages of 16 and 18 must show a valid drivers license, plus written documentation with parent’s consent. 8.All points go to car number! If the car is disabled, a driver and number will be allowed to change cars. A driver may be replaced due to illness or injury. Must have race director’s approval. Again, all points go to the car number! 9. All cars must be inspected by race steward prior to race each day. 10. New cars must comply with our rules – discretion of pit steward for that day’s racing. 11. Line up board will be at registration booth prior to race. 12. If car does not come out in place to start its race, it goes to the rear. 13. All cars must start independently or start at rear. 14. If 12 or more cars per class are signed up for race day, heats will be split up. When heats are split, lowest numbers picked alternate between 1st and 2nd heat. For feature lineup, 1st heat = inside row, 2nd heat = outside row, top half inverted. 15. Vehicle must take green flag in a heat to qualify for feature and place accordingly- otherwise start in the rear of feature. 16. If you cause a red flag, in any race for any reason, the car or cars responsible will restart at the rear. 17. *If any car causes three (3) red flags in any one (1) race, that car is disqualified for that race.* 18. During racing conditions, all drivers must remain in their cars unless in designated pit area or car will be out for the remainder of that race.
19. If all four (4) wheels go out on the inside of the track, merge safely. If all four (4) wheels go out on the outside of the track (over the crest of the snowbank), car is finished for that race. Stop race car and wait for the end of the race to proceed to the pits. Flagman will make the final decision and have full discretion. 20. Pulling into the pits under any flag will result in loss of position (No exceptions). 21. Idle speed required at all times in the pits. Penalty- loss of racing privileges for the next three (3) consecutive races. 22. If given the black flag, car must go to the pit area (No exceptions). 23. Cars must have easy to read, large numbers on both sides- 14” minimum height, 2 digit maximum. Must also have an easy to read 4” number on top right corner of windshield and right rear tail light area. Numbers must stand alone (not be interfered with graphics). Modified numbers must appear in front of rear tires. 24. All cars must have tow hook or STURDY chain on front and rear for easy access to tow vehicles. 25. Driver is responsible for removal of car from the ice at the end of the race day. 26. Tech approval is required for everything. Any questions, re-read rule #26 27. Welded wheels are permitted but must be approved by a minimum of 3 board members. 28. Cars not conforming to the rules outlined will get a one-week grace period (excluding safety violations). a. Continued lack of compliance will be allowed to race without being scored.
* ALL RULES SUBJECT TO CHANGE BY BOARD DISCRETION* NOTE: On point’s day races, TEAMS will be picked to be at the track early and/or stay late. This means those teams picked to be at the track for set-up AND clean-up, need to arrive early (by 8:30am) to help get everything ON the ice and ready to race. The teams picked to stay late must stay until everything is OFF the ice, when all races are over. If they show up late or leave early they will be penalized by having to start in the rear for three (3) consecutive points races.
Safety Rules for all Classes
On drive wheels, over the counter car and truck chains only (no skidder type chains). Studded chains allowed. Sharpening of chains is allowed.
NO WELDING OF ANY CHAINS! (unless to secure a fastener).
Roller chains allowed on non-drive wheels. Approved studs permitted 1” above roller max. (If bolts are used in place of studs, must be a Grade 8 bolt or equivalent.)
Working brakes required on all drive wheels- steering brakes are allowed. Drive wheels MUST lock up upon inspection by pit steward.
Gas tanks may be relocated but must be securely fastened and protected by firewall. Side mount gas tanks must be relocated. Exposed filler necks must be covered by firewalls.
Batteries must be securely fastened. If relocated in driver’s compartment they must be covered.
Fire extinguishers are mandatory, with gauge reading full, securely fastened and easily accessible to drivers.
4-point harness (lap and shoulder belts) required and securely fastened. No homemade 4-point harnesses or homemade belts.
All glass must be removed except windshield. Windshield may be replaced with Lexan only. Side windows replaced with Lexan must be easily removed from outside.
WE STRONGLY SUGGEST ROLL CAGES! Doors must be welded, bolted, or chained shut. If not running a roll cage, driver’s door must have at least one metal bar on exterior, running from rear of front wheel-well to front of rear wheel-well. Side-bar is not to protrude more than 2” outside original body lines (not including bumpers) and must be a minimum of 1.75” in diameter. NOTE: It is highly recommended that a roll bar is utilized in the roof!
Floorboards are mandatory in driver’s compartment.
Firewalls are mandatory- front and rear.
Any weight added must be securely fastened. Bolted down or welded. Absolutely NO SAND.
Must have working windshield wiper.
No cars shall be painted mostly white (safety reasons).
No sharp or protruding edges allowed. If you have mirrors, they must not protrude the outside of the BODY LINE. Must be approved by the pit steward (Mod class only: if you have an outside mirror, must be no wider that outside crash bar.)
Safety net in driver’s window is mandatory (excluding modified class).
No wheel adapters allowed (excluding modified class).
SNELL 2005 or newer approved helmets only- helmet must be presented at tech inspection each race day.
Gas line can be relocated to driver’s compartment, but only one-piece metal line.
ABSOLUTELY NO radiators or gas fillers inside driver’s compartment. Gas fillers must have metal firewall between driver and filler pipe.
No trailer hitches allowed.
Must have fully engaged lug nut for each wheel lug. Racing lug nuts suggested. Lug studs MUST be seen through nut, unless bolt type.
Drive shafts cannot be painted white.
Tech approval is required for everything that is a safety issue.

Flag Designations Green Flag: GO!!! Race has begun.
Red Flag: Slow Down, stop in a safe manner. Re-lineup on back stretch.
NOTE: We will be using this flag for safety concerns.
Yellow Flag: Race with caution. Look for problems on the track. Blue Flag with Stripe: Passing flag, the leaders are coming up behind you, move to a safe spot on the track. Black Flag: Return to the pits right away. Checker Flag: Race is finished when you pass the flag stand! Flags Crossed: Half-way point of the race. Rolled Black Flag: WARNING!!!
Time Schedule for Race Day Set-up people 8:30 am until the end of the race day. Tech 10:00 am - 11:00 am (No Later). Warm-ups 11:00 am – 11:15 am (by classes). Driver’s meeting 11:30 am (MUST ATTEND or lose your starting position) First line-up 11:50 am Green Flag 12:00 pm (Noon) IF NOT TECHED AND SIGNED IN BY 11:00 AM, YOU WILL HAVE TO START IN REAR FOR ALL HEATS THAT RACE DAY. *** Gates close 30 minutes after last race- everyone must be off the ice.***
Conduct: Includes Driver, Car and Team
Rough riding and/or unsportsmanlike conduct of any kind in the pits or on the track is not permitted and will not be tolerated. Drivers, car or team members found guilty shall be treated as follows:
First offense: A verbal warning.
Second Offense: A warning, loss of all points accumulated that race day and suspension for the remainder of that race day.
Third Offense: A warning, loss of all points accumulated that race day and suspension for the remainder of that race day and the next race day.
Fourth Offense: Suspension from the N.E.I.R.A. and loss of all points accumulated for that season. Reinstatement of the suspended member can only be done at the next regularly scheduled meeting by secret ballot vote. Any suspension applies to car and team.
Any person considered intoxicated, under the influence of drugs, or medication, and not physically or mentally responsible for their actions, or are considered a threat to fellow drivers, will not be allowed to race that day, as determined by track officials.
11:00 a.m. until the very end of the last race- NO drivers or crew members are allowed in the infield, flagman and/or scorer’s areas or on the track for any reason unless given permission from the track officials.
When the green flag drops, the flagman is in complete control of the race. Any decision rendered by said flagman will be respected by track officials. The flagman has the right to start the race as he sees fit.
Any physical contact by driver or crew with others will result in suspension from the club. (Absolutely NO Fighting!)
Three drivers will be picked for each race day set/clean up. Drivers will be picked for opening day prior to race day. After that, they will be picked at the driver’s meeting for the next race.
Points System for all Classes All points go to car number. Please see General Rules #8

The Modified, Street, and 4 cylinder classes will be rotated each week. The Powder Puff race will follow the last feature race, time and conditions permitting. Mechanics race will be held when time permits and follow Powder Puff race. Any non-registered drivers only for mechanics race!
Powder Puff and Mechanics Race: must sign up before intermission Powder Puff races cannot race in a different division during the same year. NOTE: CAR MUST TAKE INITIAL GREEN FLAG TO START RACE TO EARN ANY POINTS! Decision of race officials and interpretation of the rules shall be final. Any questions will be decided by the President or next highest official.
** MUST BE A PRE-REGISTERED NEIRA MEMBER TO SCORE POINTS ON RACE DAY. If you sign up as a member on race day, you will score NO points on that race day. Please sign up before the season begins!
Modified Class Rules 1. Any open wheel car. Any body on any frame. 2. No front wheel drive cars. 3. No four wheel drive cars. 4. A full safe roll cage is mandatory- 4 point minimum. 5. Bumpers, crash bars and nerf bars must not exceed the outside tire width. No cowcatchers. You must have front and rear bumpers that are collapsible or are not a part of the structural frame of car. Tech approval is required.
No sharp edges allowed (if have mirrors, must be no wider than crash bars).
All cars must be open wheel style.
Tires must be the furthest extremity by at least 2".
6. All doors must be welded or bolted shut. Driver’s door shall not be cut down to the extent that it could endanger the driver. 7. Suspension may be altered. 8. No C.I.D. limit 9. No modification limit. 10. Must have a 4 point seat belt harness minimum. 11. Bumper height front and rear- 18" 12. No aluminum wheels, unless they are racing approved
NOTE: WE STRONGLY SUGGEST ALL ROLL BAR TUBING IN DRIVERS VICINITY BE WELL PADDED! * If there are enough cars (3 per class; Mod/Sprint) then there will be a split into Modified Class and Sprint Class.
Street Stock Class Rules
Must be 6 or 8 cylinder rear wheel car. (No four cylinder cars, No front wheel drive cars, No four wheel / all-wheel drive cars.)
Body, frame, and motor must be of same manufacturer.
Can be pick-up trucks, ½ ton only- full body and full metal beds. NO flat beds or any open wheels. Gas tank must be located inside frame rails and covered. If questionable, get tech approval.
Stock appearing bumpers front and rear- reinforcements allowed behind face of bumper.
Radiators may be reinforced behind the grill.
Fenders may be trimmed for chain clearance, but not excessively.
Roll cages are optional.
Only one shock per wheel.
Only stock appearing and location springs on front.
Helper springs are allowed on rear.
Stock suspension only.
Any tire is allowed but must fit inside the rub rail.
Steel or aluminum wheels are allowed but must be no less than 2” backspacing, maximum 8” wheel. No reversing wheels in any way, form, or manner.
Any carburetor is accepted with no more than 1” spacer. Must be stock or factory fuel injection. No turbos.
Aftermarket intakes and headers allowed.
Motor must be in stock position
Exhaust must exit under car.
Hood pins only- no inside releases.
Any rear end housing is allowed (Excluding quick change).
Mini-Stock & Front Wheel Drive Class Rules
Any stock 4-cylinder car.
Body, frame, and motor must be of the same manufacturer.
Stock two wheel drive trucks are allowed. Must have full body and full metal beds. NO flat beds or any open wheels. Gas tank must be located inside frame rails, securely with a firewall between the driver and fuel cell.
Mini-stocks must be rear wheel drive. Front wheel class is obvious.
Stock appearing bumpers front and rear- reinforcements allowed behind steel bumper. Bumper covers not required.
Radiators may be reinforced behind the grill.
Fenders may be trimmed for chain clearance but not excessively.
Roll cages are optional.
Only one shock per wheel.
Only stock appearing springs on front.
Stock suspension only- no jacking bolts. Helper springs are allowed on rear.
Any tire is allowed but must fit inside the rub rail.
Steel or aluminum wheels are allowed. No reversing of wheels in any way, form or manner. Maximum 7” wide not to exceed bodyline or rub rail.

4 Cylinder Combined Class Rules
Any person from the age of 13 -15.
All C-Class drivers under the age of 16 will need a notarized written permission slip on file with NEIRA prior to racing.
Permission slip must contain a legible list of authorized parent(s)/ legal guardian(s) to be responsible for driver.
A parent / legal guardian must sign in with the driver (in office trailer). Be present for each line-up and be available in pits during all C-Class racing action. Parent(s) must be at office trailer during the race.
As required by spectator insurance, all C-Class drivers must pass a driver’s test by officers/ officials prior to racing.
Any 4-cylinder front or rear wheel drive car meeting all safety and general rules is eligible.
4-cylinder car can be used from regular front or rear wheel drive classes.
C-Class race will be held between Street Stock and Modified feature so as not to immediately precede or follow a 4-cylinder race.
Car must have FULL 4-point roll cage approved by pit steward- FULL DRIVER COMPARTMENT CAGE (ABOVE DRIVER).
All drivers will wear a SNELL 2005 or newer helmet approved by NEIRA official at registration.
Window nets are mandatory.
Use of neck collars is mandatory!
